The technical question here is the same as anywhere. Sydney's water is soft, so a storage tank is protected by a sacrificial anode that corrodes so the steel does not, and once it is spent the tank starts corroding instead. That or a failed element is most of what we see, and both are frequently repairs on a tank that is otherwise sound.
The second question is local. On these streets, replacing a unit can involve something visible from outside, and much of the area sits in a Heritage Conservation Area where the external appearance of a property is regulated rather than a matter of preference.
There is a third wrinkle on a mixed-tenure estate: whoever can approve a replacement is not always whoever is standing in the kitchen with no hot water.
None of that stops the work. It just means the sensible order is diagnose, quote, establish approval, then install, rather than turning up with a unit on the truck and hoping.

On electric storage, look for a tripped circuit at the switchboard, which accounts for a surprising number of call-outs. On gas, check the pilot or ignition and that the supply is on. On anything, check whether an isolation valve was closed by somebody working on something else. If none of that explains it, stop and ring rather than opening anything.
