Daceyville, inside this service area, is Australia's first government-planned garden suburb. The NSW Housing Board began it in 1912 on Crown land, laid out as a model workers' estate with its own shops, parks, school and police station, and it is now a Heritage Conservation Area. It was built as rental housing for a single landlord. It no longer has one, and that is the thing that shapes most of what we do here. Hot water systems giving out. A tank that has given up in this part of Sydney has almost always lost its anode or an element, not filled with scale. Gas, electric, heat pump and solar, repaired where a repair is honest and replaced where it is not.
Ageing galvanised & earthenware pipe. Older homes in Daceyville, Kingsford and Waterloo still run on steel and clay pipe that rusts, roots and splits over time.

My hot water system failed and it isn't that old. Why?
It comes down to soft water. Limescale is what kills tanks where the supply is hard, and Sydney's is not. What happens here is that the sacrificial anode is eaten away protecting the steel, after which the tank itself starts to go, or an element simply burns out. Neither is automatically a replacement.
Why do you ask who owns the house before you ask what is wrong?
Because on these streets it decides whether anything can happen. Daceyville was built from 1912 as a government estate, as rental housing under one landlord. Since then some of it has been sold and some has not, so two houses of the same year and the same design can sit side by side with completely different approval processes behind them. Do you work on heritage and conservation-area homes?
A good part of this area sits in the Daceyville Garden Suburb Heritage Conservation Area, which came about after residents formed a preservation society and, with Builders Labourers Federation green bans, saw off a redevelopment plan. Practically it means external change is constrained, so a fix that would be routine a few streets away may not be available. Council is the authority on what is permitted, not us.
The estate was built as one scheme. Does that change what is under the ground?
It can. Services on a planned estate were laid out estate-wide rather than negotiated lot by lot, because in 1912 the whole thing had a single owner and there was nobody to negotiate with. So what runs where does not always follow the boundaries a modern owner would assume. It is not a problem in itself, it is simply a reason to look rather than to presume.
